MRG-04: Signed URLs untouched

Signed and expiring URLs (downloads, cloud storage, one-time links) stop working if a single byte changes. Links with parameters such as signature, token or expires should be passed through unchanged.

Pass criteria

Target with signature/token/expires params arrives byte-identical.
